Maximum electricity price for households
The application of the maximum electricity price for customers in tariff group G and the so-called construction tariff has been extended for the period from 1 January 2025 to 30 September 2025. The maximum price is:
- PLN 500/MWh (excluding VAT and excise duty),
- PLN 621.20/MWh (including VAT and excise duty).
This price applies to the entire volume of electricity consumption during the above period. An exception is made for customers who enter into or already have contracts with a dynamic price. At the same time, from 1 January 2025, distribution charges will be in line with the current Distribution System Operator Tariff, with the exception of the capacity charge, which for customers connected to the low-voltage grid in tariff group G will be PLN 0.
Maximum electricity price for local government bodies and public utility entities
Local government bodies (JST) and public utility entities (PUP) were able to benefit from price protection in the first quarter of 2025. For this group of customers, a maximum price of PLN 0.6930/kWh (excluding VAT and excise duty) was set. The condition for benefiting from this price was the submission of an appropriate declaration to the electricity supplier by 31 January 2025. A template for this declaration is to be published in the relevant regulation.
End of the electricity price freeze for other customer groups
The Act does not provide for a further freeze on electricity prices after 31 December 2024 for consumer groups such as:
- micro-enterprises,
- small and medium-sized enterprises,
- agricultural producers outside tariff group G,
- entities supplying energy to the above consumer groups.
For these entities, electricity prices will depend on market conditions and individual contracts concluded with suppliers.
Key changes to electricity bills for businesses in 2025:
- Unfreezing of electricity prices:
- From PLN 698/MWh to rates that may exceed even PLN 1,500/MWh for businesses that did not hedge against market prices before the freeze.
- New distribution charge rates, including:
- The return of the renewable energy surcharge at PLN 3.50/MWh,
- An increase in the capacity charge to PLN 14.50/MWh,
- A 45% increase in reactive energy costs.
Unfreezing of electricity prices in 2025 – is it possible to withdraw from an electricity contract?
The extension of the maximum energy price mechanism for households, local government units (JST) and employment offices (PUP) is a key element in protecting the most vulnerable consumer groups from rising energy costs. However, for many other groups, including businesses, the end of the price freeze means having to face drastic price rises.
In the face of these changes, a proactive approach to energy cost management is crucial, including through the negotiation of long-term contracts, analysing opportunities for investment in renewable energy sources, and optimising electricity consumption.
