Changes to the Act on CEIDG – what is worth knowing?

The importance of the CEIDG for entrepreneurs

The business register facilitates the running of a business. Entrepreneurs can use it to amend their registration details, set up, suspend, resume or even wind up a business. Applications can be submitted electronically free of charge via the government website biznes.gov.pl. Entry into the CEIDG register is intended for entrepreneurs running a sole proprietorship or who are partners in a civil law partnership.

The CEIDG offers a more convenient alternative to dealing with matters at government offices and provides interested parties with access to data at any time. In addition to these practical benefits, registration in the system promotes transparency, including building trust between customers or business partners and the entrepreneur, and supports communication between the state and businesses.

Recent amendments to the CEIDG Act

The most significant change to CEIDG is the introduction, from 1 January 2025, of a new classification  – the Polish Classification of Economic Activities (PKD). The reason for the amendment was the emergence of new types of business activity, which transformed the existing PKD 2007 into PKD 2025, enabling adaptation to the dynamic development of business profiles. These are codes that organise and group types of economic activity, defining the company’s area of operation for statistical purposes. Entrepreneurs starting a business must indicate a PKD code when submitting an application for entry in the CEIDG. For existing companies prior to the introduction of the new classification, it is required to provide an updated code when submitting an application for: a change of entry, suspension of business or resumption of business. Entrepreneurs are obliged to update their PKD code when their business profile changes; the deadline for updating is 7 days. The choice of PKD code entails certain obligations; for some codes, a specific type of taxation or a specific form of business activity may be assigned, as well as the obligation to use cash registers or register for VAT.

Further changes relate to the digitisation of documents, enabling the increasingly widespread use of electronic channels for sending correspondence, which in turn leads to the acceleration and simplification of procedures relating to business registration.  The new provisions of the Act concern the requirement to enter the necessary data to create an address for electronic service or to enter an address for electronic service linked to a qualified registered electronic delivery service into the database of electronic addressees. The Minister of Development and Technology is required to notify the Minister of Digital Affairs electronically of the removal of an entrepreneur from the register or the correction of an entrepreneur’s entry in the CEIDG.

The use of the registered electronic delivery service facilitates contact between the entrepreneur and the Business Information Point. The consequence of these changes is the creation of a much simpler channel for the exchange of information between entrepreneurs and state institutions.

Changes to the CEIDG Act 2025 – Summary

The changes are being introduced to respond to the rapidly evolving market and the expansion of business classifications. To ensure order in the grouping of business profiles, the PKD 2007 code catalogue has been updated to PKD 2025, and businesses are required to update it in the event of a change in profile or when submitting specific applications. CEIDG provides universal access to data on businesses, which increases transparency and improves communication between public institutions and businesses. The changes introduced to CEIDG relate to the ongoing digitisation of administrative processes and introduce additional solutions to simplify procedures and improve access to information.
